Ouch! Looks like it could be an id bracelet for an S&M hospital! (I have no idea why that thought occured to me but am sharing it anyway...)
That's for cats? I thought it was a kitchen implement. We've got one somewhere, think the mother-in-law passed it along to us, but I could never quite figure out what it was for. Is it a brush?
